This map is market intelligence for operators and their teams. It is not legal advice, and entry decisions should be made with counsel licensed in the relevant market.

How to read it: Status is the licensing reality for online gambling. Marketing constraint is the rule most likely to change your channel mix. Verified is when we last confirmed the row against primary or current secondary sources. Rows marked ⚠ carry stable structural facts we have not re-verified recently — treat them as orientation, not confirmation.

Read as one document, the map carries four signals no single row does. Regulation is arriving at the marketing layer — Japan, India, and California independently wrote affiliate and promotional activity into statute, and Austria priced grey history into licence eligibility. Openings are now published calendars, not surprises: Finland, Austria, Alberta, and Kenya all announced their dates, which means entry timing is a discipline, not luck. Restriction relocates demand rather than reducing it — every ad constraint on this map shifts acquisition weight toward search. And the frameworks converge: cooling-off periods, centralized self-exclusion, deposit limits, and marketing-layer liability are becoming the standard kit, so the next market to open will look like the last three.
